Govern relevance and lifecycle

Decision-relevant context carries provenance, timing, ownership, trust, access, retention, and deletion rules instead of accumulating without limit.

AI retrieves and relates

Machine reasoning can connect records that human attention could not keep active. Retrieval does not approve an institutional action.

People retain authority

Humans validate evidence, set access, assign authority, approve tradeoffs, and record accountability before a decision, plan, objective, policy, or review becomes official.
