What the diagram establishes
A usable model, not decorative artwork.
Retain before relevance is known
The formal record and the context people once discarded remain available with provenance, timing, ownership, relationships, and access rules.
AI retrieves and relates
Machine reasoning can connect records that human attention could not keep active. Retrieval does not approve an institutional action.
People retain authority
Humans validate evidence, set access, assign authority, approve tradeoffs, and record accountability before a decision, plan, objective, policy, or review becomes official.
